Set up by the government, the prevention passport is a personal digital space for each worker (employee, trainee, etc.) that lists the attestations, certificates, and diplomas they have obtained as part of training courses relating to health and safety at work.

From September 1, 2025, organizations that provide these training courses on behalf of an employer must register them on the prevention passport. And, since March 16, this obligation has been incumbent on employers for the training they have conducted internally with their employees.

How long does it take for training courses to be declared?

Effective March 16, 2026, employers are required to formally declare the occupational health and safety training provided internally to their employees. For temporary workers, this responsibility rests with the temporary employment agency rather than the host company.

Employers must declare these training courses within 6 months of the end of the quarter during which:
- the training course was completed, for the training course that only gives rise to the issuance of a training certificate (i.e., by June 30, 2027, for training completed during the 4th quarter of 2026).
- the validity of the proof of success issued to the worker begins.

Training courses provided by training organisations must be declared by them within 3 months of the same deadlines. If a training course has not been declared by the organisation, employers must provide it within 9 months of the expiry of this 3-month period.

Finally, within 6 months of the end of the quarter in which the training ended or during which the validity of the proof of achievement begins, employers may, for training courses carried out on their own initiative, verify the accuracy of the declarations made by the training body.

Caution: employers who fail to meet their responsibilities may be subject to a fine of €10,000 for each affected employee.

Which training courses must be declared?

Only occupational health and safety training courses that meet the following three conditions must be included in the worker’s prevention passport:
- they meet the objective of preventing occupational risks or the general obligation of the employer to train workers.
- they give rise to the issuance of a training certificate or proof of achievement to the worker.
- they allow the mobilization of knowledge and skills acquired or developed during the training and transferable to any other job exposing to occupational risks like those present in the job occupied by the worker on the date of the training.

Bearing in mind that, until September 30, 2026, only compulsory training courses governed by the regulations or those required to occupy positions requiring authorisation or authorisation from the employer must be declared.
